Racine Family Literacy's Story

In 2004, after eight years as a federally-funded program and with its funding not renewed, Racine Even Start's budget shrank instantly from over $200,000 to $51,000. So, with a new name and new location at Emmaus Lutheran Church, Racine Family Literacy (RFL) was born. Since then, RFL hasn't just survived; it has undergone a renaissance. Most importantly, RFL has continued to provide over 6,000 hours of quality instruction to 40-45 families a year. It maintains over a 75% retention rate from one year to the next, and RFL successfully meets outcomes every year.

In 2007, RFL became a member of Wisconsin Literacy. RFL received the First Lady Jessica Doyle Award for Family Literacy in 2008. Attendance and hours are both up 30% at RFL this year and, with in-home developmental screening, extended home visitation and the Achievement Now grant, RFL has changed from a family literacy program to a social service and education organization providing multiple integrated services to Racine's low income/low literacy families. It has been a community effort. Funders, students and staff have all contributed to make Racine Family Literacy a learning place, a lively place to be and a valued part of the community.
