Under the leadership of Sherry Holly at the Wisconsin Department of Public Instruction, Wisconsin's 5.09 Consortium brings together High School Equivalency Diploma (HSED) 5.09 program leaders from across the state to support high-quality, consistent programming.
In 2025, the Consortium developed a comprehensive rubric and review process to establish clear, statewide expectations for HSED 5.09 programs. New programs may apply for approval annually, while existing programs complete the rubric and renewal process every three years as part of ongoing quality assurance.

This session will provide an overview of the HSED 5.09 rubric, explain the review and renewal process, and clarify program expectations. Consortium members will also answer questions and share insights from their collective experience to help both new and existing programs better understand the standards and successfully navigate the approval process.

Designed as an interactive learning opportunity, this session encourages collaboration, knowledge sharing, and open discussion to strengthen HSED 5.09 programming and ensure equitable access to high-quality educational opportunities for adult learners throughout Wisconsin.
