Wisconsin Literacy's DCF Project

Wisconsin Literacy has a grant through DCF to help TANF-eligible individuals earn their GED. TANF (Temporary Assistance for Needy Familes) eligibility is explained in point 3 below.

As a part of this grant, Wisconsin Literacy:

1. Supports literacy and General Educational Development (GED)/High School Equivalency Diploma (HSED) services for TANF-eligible adults

2. Expands and enhances statewide community-based literacy and GED services to TANF-eligible learners by: 

  • helping literacy programs and W-2 agencies connect

  • strengthening referrals between W-2 and literacy programs

  • helping literacy programs effectively serve W-2 participants

  • providing literacy and GED/HSED curricula, study materials, and test preparation materials 

  • paying for learners’ GED testing fees. including practice tests

3. Ensures that learners who receive services through this program are TANF-eligible under 42 USC 601 et seq. 

TANF-eligible learners are: 

  • parents (18 years and older) who are custodial or non-custodial with incomes at or below 200% of the federal poverty level

  • 18-24 year-olds who aged out of the foster care system and must develop job skills and work experience to be self-supporting

  • pregnant women or parents under age 18 (for GED/HSED instruction)

  • Incarcerated individuals who would be TANF eligible if they were not in a correctional facility

  • DACA participants who have work permits for the United States and otherwise meet TANF eligibility requirements

  • adults who participate (or have children who participate) in the following TANF-funded services: 

    • W-2

    • BadgerCare 

    • FoodShare 

    • Wisconsin Shares Child Care

    • Free or Reduced Lunch 

    • Kinship Care

    • Supplemental Security Income Caretaker Supplement 

    • Transform Milwaukee Jobs

    • Trial Employment Match Program

    • Transitional Jobs

4. Coordinates with W-2 agencies and other agencies that provide TANF-funded services to connect participants with needed literacy services
